Bulgaria was under a communist regime (diet) from the end of the World War II until 1989. The step of the communism to the capitalism was not by no means easy, and the country entered a crisis, which could not start being controlled until 1997. This year, the Currency Board Arrangement fixed the type of change Leva / Euro setting as the maximum objective the macroeconomic stability.

This policy of macroeconomic control leads to growing to the country more than 6 % per year from 2004. In 2006 there appears the National Strategic Reference Framework (NSRF) to the EU, written together by the EU and Bulgaria. There is based on the National Development Plan (NDP), and marks the strategic aims(lenses) of development of Bulgaria.

Bulgaria enters the EU January 1, 2007, and the NSRF is going to serve for the assignment of funds of cohesion and structural. The impact of these funds is going to be very important due to the size of the country, which has around 8 million inhabitants. For Bulgaria there passes one of 6 basic axes from communication of the EU, which goes to Turkey, Syria and Israel.
